Much has changed since the World Health Organization declared December 1 as World AIDS Day in 1988. Recent years have seen the development of new tools and knowledge that have transformed HIV into a manageable condition and drastically reduce the risk of its transmission. For the first time, ending the HIV epidemic once and for all is a realistic goal. But many things have not changed in the past three decades. People are still dying. Laws that criminalize and stigmatize people with HIV are still on the books in California and across the country. And life-saving medications are still not universally available or publicized.
